Why there are two of them

Project settings are editor state. A player build cannot read them, so anything the runtime needs has to be written somewhere the runtime can load — which is what RevLearningRuntimeSync does, into a RevLearningRuntimeConfig asset under Resources/.

That is the whole reason this is not one file. The settings page is where a developer sets a value; the sync is what makes it exist at play time. Without the second half, changing a setting would appear to work in the Editor (where the stub runtime does not care) and have no effect in the build.
